Tires and Fender Flares

Hey Guys,
I was wondering if anyone knows the law in NJ about how fat and how far out our Jeep tires are allowed to stick out from our fender flares? Also does anyone have creative alternative solutions to give my Jeep that aggressive wide stance without "really" breaking the law?

Lastly what are laws regarding how far bumpers need to stick out? Thanks in advance for your help.
