What is the best way to get to it? The line from the engine compartment has about 4-6 in. of in-out play is that an indication that it is disconnected? I won't be able to work on it tonight because it is 23.7 degrees here.

Is the heater control one the one that goes into the firewall? Do I pull it out or..? It is already loosely connected. The 4wd ones are the ones that go into a "T" junction right?

Thanks for the suggestions! Which vacuum lines would be the best for testing? How would I know whether it was timing or valves or a bad vacuum line?
