Not a mechanic, obviously bear with me. Rear brake drum has a serious amount of rust to the point of flaking. Should I be concerned? Or is this just a cover for the rear brake assembly and merely cosmetic? E-brake is pulled all the way up to max position yet holds.:banghead:

The outside of the brake drum you're seeing covered in rust is pretty normal because it is made from cast iron that rusts easily. The real braking is done underneath it so other than it not looking good, it's probably not really causing a problem. :
