I've ruled out solenoids by switching front and rear. I've heard there is a way to reach through the fill screw in the rear and do something to help disengage. Anyone heard of this?

Have you tried powering or grounding it directly? It could also be the switch in the cab or some other part of the wiring.

Common on aging Rubicons or modified Rubicons rolling bigger tires on stock lockers. There is a way to manually disengage but I do not know exactly, how.
