Im looking at 315/70/17 Kelly Safari TSR's and I really dont want to get a lift but I want to get the largest tires I can. I hear a lot about how once 33" tires are mounted they compress down to like 32". Im Just wondering if that would be the case with these, once mounted would they compress down to 33" tires? Does anyone know if I would have any problems doing this?

Yep. It's routine. Aside from there being some variation among manufacturers (like clothing), tire measurements are given without any weight on the tire. Put a multi-thousand pound vehicle on them and they compress a bit, shortening the distance from the bottom to the top. There's also a bit of an arc across the tire surface width-wise, meaning that peak height is in the middle where you can't really measure to directly. It's all just approximate.

Yeah, I hear ya. Im also looking at the rugged ridge rims, im just trying to figure out if those tires would fit without any rubbing or if I would have to get a lift?
