I did a search, did not find anything.

My little 97 TJ four banger does not have much power, standard transmission, 31 inch tires.

On a boat ramp or concrete drive way, pulling a boat, how far is it safe to drive in 4WD low? 10ft? 20ft? (Would not need to slip clutch in low)

I use to do it all the time. These vehicles will no fall apart because you use 4wd on dry anything. Otherwise no vehicle would get though MOAB without major repair work.

Weird how the manual that came with my jeep says don't do it.

The issue with being in 4lo is mostly when it comes to turning, as the front and real wheels are trying to spin at different speeds but the transfer case won’t let them. If you’re just doing a straight short pull up a boat ramp you’ll be fine.

If you're going in a straight line at low speed there should be basically zero binding. Turning and the resulting differential wheel rotation speed is what causes binding. And as others have said, even a bit of binding isn't a big deal if it's low speed / low throttle (i.e. not putting a ton of torque into the drivetrain while binding it).

10 miles won't hurt anything... a matter of feet lol you'll be fine....

If the 231 or 241 transfer case couldn't handle being driven in 4x4 on pavement we'd have broken Wranglers littering the highways. It wasn't designed for use on pavement since it has a part-time design which causes the tires to chirp or give squirrely steering since the front tires are prevented from rotating faster through turns as they need to do, but it won't break. So nope, no worries about damage or breaking just from driving in 4x4 on dry pavement.

I used my '04 LJ as a tow tug for a 6800 lbs trailer. 4 low on a challenging entry/exit driveway and 600' distance. No issues at all.

In response to your original comment of "no Power": for a SE TJ (4cyl with 4:10 gears), do yourself the favor of a bottle of Lucas fuel treatment for a full tank. It may cough and sputter for a few mornings, but will eventually clear up and run like a sewing machine. Beyond that, check the exhaust manifold between #3 and #4 for a stress crack (notorious for breaking) and if bad replace with the Banks torque tube header. Want serious "zip", change out the rocker arms to the YellaTerra roller tip and fulcrum rockers (easy do it at home job just takes time). You will wind up with a screaming, gear banging cruiser! And, yes, I miss my old '97 TJ more than the '14 JK Rubicon I just sold.

Agree none of those suggestions are useful and the most expensive useless one is the roller rockers

The greatest effect of those suggestions is a lighter wallet

Roller rockers won't do crap for performance on his TJ. Roller rockers for a high performance race car with a high lift cam and stiff springs? Absolutely. On his stock engine? Come on. Neither will all that other BS treatment like the Lucas fuel treatment, modern US gasolines have MORE than enough cleaning additives to keep the FI system ever since the EPA mandated it years ago. Fuel injection system cleaning additives are a joke, RARELY are they ever needed here in the US.

31" tires are larger diameter than what the factory installed and that reduces power from the engine. Short of installing a supercharger or regearing to a lower axle ratio like 4.56, the only way to restore power is to install a smaller diameter tire.

You can safely drive in 4Lo as far as you need to go when recovering a boat, no worries about any damage or breaking anything from driving in 4Lo even on dry pavement. No the transfer case was not designed to be driven on dry pavement in 4Hi or 4Lo but its only problem is its design won't let the front tires rotate faster through turns so the steering will feel jerky/balky and your tires will probably chirp a bit too but you won't have to worry about damage.
