They get torqued to 23ft. lbs. all except for the center 2 should be at 17ft. lbs. when installing a manifold on a new gasket, install all bolts finger tight, the start at the center and work to the ends torqueing evenly. I start with the torque wrench set at 15lbs. and work up in 2lb. increments from there, 17 on the center 2, then the rest at 19, 21 23 respectively.
This will keep an even torque on the gasket and prevent it from leaking. At least this method has always worked for me.
Then check the torque after 100 miles and re-torque as required if necessary. 17 on the center 2 and 23 on the rest.
