My 97 TJ had been sitting for a few weeks and wouldn't turn over. I put my charger on it and try the start position. It would only click the starter. I let it charge on trickle for the night and still wouldn't start in the morning. Put a new battery in and it would spin over just fine but wouldn't start. Check to see if I was getting spark at the spark plugs. Didn't see any.
Pull the distributer off and cleaned it up. No change. Check the voltage with the key switch in the run position going to the little black box that feeds the distributer center post. No voltage. Where do I go from here?

The coil isn't going to get a constant voltage - it's going to work in short pulses as the ground is switched on and off pretty rapidly by the PCM. What you need to do is put a test light on the terminals coming out of the connector, and have someone crank the key. If the light flashes briefly and at regular intervals; chances are the coil is bad and should be replaced.
