Probably a bad steering wheel connection, which is made by a module called the 'clockspring'. It's a coiled up wiring connector that connects the horn, airbag, etc. that is on the rotating steering wheel to the Jeep's electrical system. The clockspring can and does go bad. That's my guess anyway.
Make sure if you replace the clockspring to disconnect the battery at least five minutes before messing with the clockspring connections. That'll prevent the airbag from going off.
