This a 2 door Wrangler?
Can you post a picture of the seat latches to show what you mean?
If you push down on the release bar while lifting the seat rearward and upward, the latches should release.

I can't think of a reason you'd need to do anything with the front seats in a 2-door to install the rear seat.

On my 4-door, I temporarily installed the Ohio Diesel seat recliner pucks, but something about the geometry caused my rear seats to be locked in the upright position. I removed the recliner pucks and the problem went away. I have no explanation for that...

But since the OP says they're reinstalling the seats, I assume it isn't something like that, either.
