i take it its just hard plastic? and textured? if its that and you want a nice job its a pita. you first sand off all the texture using a variety of papers, then apply a adhesion promoter like bullydog or fusion, then use high build primer and sand smooth (repeat till desired smoothness) then top coat with exterior color and clear wet sand and buff and walla. did it on a old custom truck of mine and looks great but a pain.
Or you can buy duplicolor vinyl dye. Clean the surface off good with denatured alcohol and spray the dye on. Works very well actually. Used it to dye my door panels black and my center console black. Might use it on my sun visors too.
