I used to manage a U-Haul center, they will install a hitch (we did a lot of them). You just can't rent a trailer in you don't have a hard top. I had someone once who tried to rent with a jeep but we couldn't do it. He came back later with another vehicle, which I didn't know about until he returned the trailer with the jeep. I probably would have done the same thing had it been me, but you are liable if you wreck and destroy the trailer, even if you purchase the optional insurance.
I agree it is a stupid rule, but due to confidentiality agreement, I can't say any more.
I would never go to uhaul.... I had the worst time dealing with that company ..nothing but complaints and problems with them being just lazy.... I went there to get a hitch installed, they did not have one instock so they ordered it for me I called them 2 weeks later and asked if it came in yet... I was put on hold for 10 min just to get a reply that said "im pretty sure it came in i cant find it though let me call you back" they called me back 2 days later and said come on on we found your hitch I went in paid everything drove my car in the back paid ffor the electrical hook up and 10 min. later they come back with my keys and a bunch of wires and say we couldent figure how to attach it and sent me to another store over 30 min away when I finally got there they look at me like oh no not another install then the guy got the hitch on after cursing and ripping his finger up and bleeding all over my bumper (and didt clean it up) and takes off my tail light to look at the wiring for the electric hook up and stares at it for about an hour and eventually goes your going to have to go to another store for this one ( I was at this 2nd uhaul for over 4 hours in a waiting room) I called up this other hitch place (hitch king of long island) they said come over and did the electrical in 15min and said the hitch would have took them 30 min tops and they guaranteed all hitches in stock..... I suggest doing it yourself if you know how
