Yes, there isn't any clutch safety switch on any CJ. Or YJ Wrangler.
Its actually made that way for a reason. If you stall in a water crossing, you can actually put the vehicle in low range and 1st gear and just turn the key to start to allow you to get out of the water. The starter will get hot doing this, but it is possible.
