Yes it is on the intake vent for the HVAC. One was on mine from the PO. Really there is no need for the HVAC. It does force a little more air flow. I can feel the air flow increase slightly when moving but it is not like there is a problem with the fan pushing enough air to start with. Actually it is a little bit of a pain. In the cold when moving I tend to tweek down the temp due to the increased heat flow then have to tweek it up.
It will work both forward or backwards facing. Backwards it will keep some debris and water out of the vent.
For some that have routed the engine intake to the cowl, the backwards scoop can keep water washing across the hood out of the cowl.
