Cannot see pic but just because crank is at TDC is not enough to time distributor because crank goes around twice for one rotation of distributor so you have to pull plug one and feel as you approach TDC on crank to see if there is compression (the crank TDC you want) and not crank TDC when 1 is on exhaust stroke instead of compression stroke

If the rotor is in line with the number 1 tower on the distributor cap it is.
