Hmm could be a oil galley plugged on that side of the motor I would be pissed and request a new short block.

I would think this is the most likely cause. There have been incidents where Mexico assembled engine blocks weren't thoroughly cleaned which have caused problems. Take a look at your window sticker which will indicate where your engine and trans was assembled. Not 100%, but maybe an indicator.
