Unless you use air shocks or somesuch shocks won't alter your spring arch.
What year Jeep and does it have an after market suspension?

The spring packs on my 91 are flat.

ya as far as i know, only air shocks adjust ride height, normal vehicles the springs control ride height.

A yj i saw this morning the fronts were flat, but it was old rusty and stock

Stock YJ Springs don't have too much arch to them to start with and considering that the earliest ones are now 20 years old it's not surprising that some pop has left their step or even negative arching is starting to occur.
