This is my first Jeep and in a learning process! I have noticed that my heat is always on. The 4 speeds are messed up. One and two work, 3 doesn't. And four works great. Even though I'll have the dial turned to off, I still have heat pumping out! Why? And what would cause my speed 3 to not work? Is the AC supposed to be cold cold? Because mines only warm. Grrrrr...

Is there really a full-time heat thing? The little circle should be off but it's still pumping out heat! How do I stop it?

Mine did that. Try the blower motor switch right under the glove box

It sounds like a bad fan switch.Pull the fan control assembly and check the back of the switch to see if there's any corrosion or melted wires. As for the heat/cold issues, I would check the operation of the blend door. (either cable controlled or actuator on later TJ's) Under passenger side dash, blend door actuator models looks like this:
