When I have the heat blowing on the 4 setting and if I'm on the highway going up a hill or something that requires constant acceleration. It sounds like a flap closes on the heat and I hear this whistling sound. Soon as I'm off the accelerator the sound goes away and I have heat blowing again.

Do you have a/c? Some units turn off the compressor under heavy loads. That might cause some changes in air pressure.

Just a thought.

You are losing vacuum. The TJs have a small vacuum line running from the intake manifold to a T above the battery. One leg of the T goes inside the cab, the other goes to a vacuum reservoir below the battery. The line is a hard plastic & will crack & leak. It can be hard to see the crack. In your case it is the vacuum reservoir that is not connected. The line is off or the hose at the end is cracked & leaking.
