Under the piece of rubber that connects the latch, you can see the top of the bolt, it should have a square piece attached to keep it from spinning, but it might have broke on yours. You'll need to remove the top part of the latch to use something to hold the top part of the bolt.
I need to remove them because when i got in my accident the hood flew up and snapped the latches in half. So i need to remove whats left and put new ones on.
I had the same problem..... ended up using a hacksaw. I cut the top of the bolt into a pie and ripped the pieces off. It worked great, just make sure that you protect your fender.
