Yes you do. The ICM controls the ignition side of the motor. The spark, distributor and coil.
The nutter bypass is for the PCM to stop it from trying to adjust other parameters when it can no longer self adjust the carburetor.
If you switch the distributor over to an HEI then you can do away with the ICM.
