With most flat fenders, you either have to trim and reinstall the stock inner liner or just trash it. Sounds like the previous owner didn't have much intention of going off road and decided to trash them. I will be installing smittybilt xrc fenders on my jk this weekend and will be faced with a similar decision. I'll likely do the extra work, at least for the front, and trim/reinstall the inner fender liner.
With that said, you have a couple options. You can get custom fender liners which are offered by quite a few manufacturers, or you can order a couple stock front liners and trim them. OEM Stock fender liners are around 50-60 bucks each. There are some aftermarket ones you can find on Qtech for like 36 each. Metalcloak has a set for like 180 bucks that's aluminum. Poison spyder, Genright, and a few others make them too. I hope this helps.
