I own a 2015 Jeep Wrangler Sahara. I am currently in Houston and in the mist of Hurricane Harvey. Yesterday the water reached about 3 inches from the top of the tires.
During inspection today we noticed 1 inch of water in back row and 1/2 inch below driver seat. We started the jeep and it idled normal. When riving the engine, it would not do more than 4000 rpms. Is that normal? Any other tips from owners who have experienced similar natural disasters with their jeeps would be greatly appreciated. Thank you in advance.

This is correct, the engine is limited in neutral and park.

I once drove in over 24 inches

In Vietnam I once drove an M-151 in a mud-water ditch over 24 inches , maybe 30 inches ; started it up again by pressing the start pedal on the floor and drove on out in 4x4 . That's exactly why I trust Jeeps . :bop:
