Yes - "Curb Weight" includes all fluids.

Yep, full tank.
Curb Weight: all fluids, no payload (no passengers or baggage)
Dry Weight: no fluids or payload.

There are 3 weights they could list
CURB WEIGHT - This is weight with out cargo. It may not be totally filled with gas based off the wiki page description, but most likely is

GROSS WEIGHT - This is loaded with cargo
GVWR GROSS VEHICLE WEIGHT RATING - It's the maximum safe weight with cargo. It is posted on a sticker on the driver side door.
