I've been lurking the forums for a bit and I've seen a bunch of these light bar noise threads. I think the consensus is that there is no one fix for this. What works on one jeep won't work on the next.
It's more of a trial and error. Also, the whistle might not be coming from your fins but from your light bar brackets. Try door trim. Try a wind deflector. Try rigid isolators. Try adjusting angle.
I have a 50 light bar and poison spyder brackets but I'm too lazy to put them on right now. Don't feel like messing with it until I have a weekend to dedicate to it. It won't take a weekend to install. It could take a weekend to fix any buffeting or whistling
