That is the rebranded TerraFlex spare tire carrier. Part number 82214770 is the hinges, and you reuse the existing plastic tire carrier. Part number 77072345 is a metal tire carrier, you cut the brake light off the post it is mounted to now, attach it to a bracket, and it is relocated to the wheel itself, sits just above where the center cap would be. I don't think you can use a tire cover with the metal tire carrier, it will cover the new brake light location.
