I had similar numbers. Chased the problem for a while. Ultimately broke down and bought a rebuilt carb on eBay for about $100. That, plus getting it into the shop with a hot engine got me to pass....but barely. Good luck!!!

This is a rebuilt carb...
Let me check with my bro-in-law. He's the one go got mine to be able to pass. I'll ask what all he did and let you know.
Thanks a ton
Turn the mixture screw in more....
Take 2xs advice. He knows his stuff.

This. Plus, believe it or not, a new set of plugs will help if you're on the edge.
New plugs, wires, cap, rotor, ignition coil, o2 sensor, egr valve, ignition control module, rebuilt carb, and chevron e87 and I still failed. I decided I'll take it to someone who knows how to adjust the carb to what it needs to be this time.
The guy in El CAJON where I take my Cars jumped with glee when he opened the hood on my 91 and saw the fuel injection. He said he hates to deal with the ones with Carb's, He says there's nothing wrong with them but he don't like to deal with pissed off customers when they wont Pass. :nonono:
I go in expecting not to pass, that way I'm not too disappointed if I fail. This is the first time I've had a vehicle fail though.....
Adjusting the mixture screws to lean it out will only make a difference if the screws were set in such a way that the stepper motor could not lean out the mixture. A leak at the intake manifold/throttle body, or an exhaust leak before the O2 sensor, will also result in running rich.

If you haven't checked out this site yet, you might want to do so: Adventures Under the Hood

It's the best resource online (that I know of) that explains the factory setup for the 4.2L. Plenty of tips on diagnosing problems. Also shows you how to build yourself a diagnostic tool so that you can check the various components that need to functioning properly in order for the computer to take over, as well as check the functionality of the stepper motor while under driving conditions.

The basic diagnostic reader for the stepper motor will let you know if the stepper motor is pegging out under driving conditions.

I only answered the question he asked, Im sure if he wanted us to diagnose his Jeep further, he will ask, but the proper procedure to lean out almost ANY carb at idle is to turn in the idle mixture screw.

I did not answer more then he asked for fear of confusing him. If he needs mroe help, he will ask appropriately.

Thanks 2xs, I decided I'll just take it to somebody near me who has helped out many other people on this forum and a few friends as well. Since I'm going back to Reno NV in december, the carter is just temporary till I move. I need to have my car pass CA smog just to pay for registration this year so I don't get a ticket....
Oh one of my favorite things to work on a rig. The carb. Easy, peasy, lemon, squeeze.

I wish I could be this way, IMO: I have more fun replacing them with Either of the smog legal EFI kits then forever adjusting these carbs.

Yep, I'm just doing this as a temporary thing. I have a 98 dakota 5.2l with rt performance intake at my parents house in Reno that I plan to put in once I move back up there. Just need to figure out what transmission I should use(leaning towards nv4500 if I can find one), I have an np241or out of a 2003 tj rubicon that I want to use too.

2xs, which carbs are legal in CA to replace the Carter with? I've heard Howell and Motorcraft, but I'd like to be sure before I buy one.

None, unless it has a C.A.R.B. #

Im saving parts for that same swap, but im using a NV3550 from an '02 Liberty Sport (I already have the trans, and the 5.2L bell for it). Trying to get my 8.8 swap in and finished before I go looking for a donor truck.

I have a nv3550 (needs new clutch, but thats easy), got it with the np241or/d44's with 4.10's all off of a tj rubicon someone was getting rid of(Pretty much stole it all at $500 lol). I just assumed this tranny was a bit on the weaker side with the 5.2l. I might just try the nv3550 out. Also, the dakota 5.2l I have already has the nv3500, which is better? I guess it's bellhousing adapter for nv3550 or t-case adapter for nv3500, so an adapter would be needed either way....
