I have 1998 Jeep Wrangler. Have been to at least 10 mechanics/body shops no one were able to fix this broken part of my Jeep (see the attached photos). I have started to wonder whether it's fixable or not. :(
Please let me know if you know of a place in Baltimore area that could fix this. Really appreciate everyone's help! Thank you!

Look at Saf-t-caps and find a welder

I had similar problems with my 2000... Check out Pocono Metal Craft. They make pre-fab 10 gauge carbon steel weld-in frame sections for this exact purpose.
