I'm pretty sure the tube with the glue stopper did not come that way originally, how should it look like?

A manual shut off valve in the heater hose placed to manually shot off hot water flow and make ac colder

A aftermarket alarm electric noise maker

A plugged short hose on a vacuum port

the "Tap" is aftermarket. it will stop hot water from going into your heater core. A long time ago blend doors/heating systems were not isolated from the cab. Stopping water flow into the cab would keep it cooler when the fan was running. Not sure if it's still needed nowadays but could be useful for flushing your heater core.
