He needs to shop outside your immediate market, if that's the going price for your area... My '01 with less miles cost less when I bought it last year.... Perfect condition, no bling to have to replace.... auto, soft top, half doors...... just sayin'. He needs to sell his car himself so as to try to recoup some of his upsidedownness... 
And buy from a private seller. He'll get a better price, and not be upside down still. If he buys this one and has to sell soon for some reason, he's still gonna eat the difference between what he owes, and what it's worth...
