Late response. The buffer zone, behind Stewart airforce base/airfield is off limits to any motorized vehicles.

The exception is vehicles to get in/pickup animals during hunting season, and Snow mobile's during the winter.

I used to do a fair amount of mountain biking on the singletrack and often times would run into dirtbikers and atv's they were cool but also knew they were there illegally.

So Yeah, no go for jeeping/offroading.

You're not going to find ANY legal place to wheel in the Northeast except for Rausch Creek and Mettowee. So if you don't want to drive three and a half hours, you would need to personally know people with lots of land that they use for wheeling or become a member of a club that have made exclusive arrangements with private land owners to use thier trails.
