Here in the USA, it's often easier to start with a used & titled trailer, then customize it from there. It makes titling & tagging a lot easier.

Matters what state you're in, here in KY we don't have to have a title or tag on trailers for personnel use.
Sometime it's cheaper to start with a used trailer.

One tip I have is from my own experience, I have one that I built and have wheeled it a lot, I'm very thankful that I decided to go with a shorter wheelbase and by that I mean my trailer axle is only about 23" longer than that of my jeep, The advantage I have over some of the other trailers I've wheeled with is that the trailer tracks in nearly the same path as the jeep, and it tight trails I don't have many issues of the trailer swing rubbing into trees and rocks/boulders.

I'm wanting to build off road trailer myself. I've been kicking ideas around and looking at other people's trailers and ideas. Before I start to build I think it's wise to know exactly what your using the trailer for. I'm sure some people wheel them hard but that's not my plan. I'm looking to build a mobile chuck wagon/camping trailer.
Here's what I have come up with so far. I found a older fiberglass utility box designed for the old ford rangers. It's a little heavy but has ample storage for equipment fuel and water for an extended stay. Next I really lucked out and was given an old boat trailer. This is not your ordinary trailer it has an independent suspension including shocks and coil springs! I'll use its suspension for my trailer. I'm concerned about the suspension handling the weight of a fully laded trailer with pop up tent on top. I may have to beef it up a little.

The ones pictured behind these JKs are fiberglass tub kits (Dinoot Jeep Trailers - Dinoot Trailers Dinoot Trailers).

This one's assembled on a Harbor Freight frame:
