When I purchased this 2000 Jeep TJ, I noticed the rear brake lines are not fasten to anything, it has a 4 inch lift pro comp lift on it. Does anyone have a picture I could look at, so I know how this should go? I would have thought the lift kit would come with some type of relocation bracket of some sort

That's what most do...zip tie it to the upper control arm.
X2. The factory control arm has a spot for the brake line support bracket to bolt to. The aftermarket arms don't have this spot. On two lifts I've done, I've removed the support bracket from the line to avoid any clunking, and ziptied the line to the upper control arm.

Loose zip ties work fine. Or stainless clamps. Regardless make sure there's plenty of room for movement, and no sharp edges.

I also used spiral wire wrap for extra abrasion protection
