What does it do? no matter what position it's in, nothing changes. There is no info in the owners manual.

Front or rear? I am assuming from the avatar you have a 4 door, is their a window lock button and is it in the locked position? On the two door I only have a switch for each window under my radio. Lift up to close an open (or partially open) window and down to open a closed (or partially open) window.

Yeah, it locks the rear windows from going down.

It locks the rear windows. When engaged you can still roll down the rear windows via the front switches but not the rear switches

It disables the rest switches so if you have kids in the back they can't mess with the windows. Pretty much everything with power windows (and a back seat) has the switch.
