White water spots are normally from dissolved calcium/mineral deposits being in the water which has to be removed with an acidic solution. Sounds to me like your radiator had tap water which is rich in calcium/dissolved minerals mixed in with the coolant instead of distilled water which has none of those. Tap water should never be added to a radiator except perhaps in an emergency.
