I just installed metalcloak fenders on my LJ. When I went to remove the lower flares that are on the rocker panel the nuts were just spinning. It was already late and I wanted to be done so I just ripped off the flare. But now the bolts are still there. Just wanna make sure there is no special technique to remove these before I cut them off. Also on both sides there is a circle with clear plastic over it. What was that for?

You should be able to grab the back sides with a pair of pliers and unscrew the bolts from the front.

The round hole with clear plastic is from the assembly process when the jeep was built. The holes were used somehow when the jeep was built (I'm assuming as a way for the assembly robots to move the fender without scratching it).
