Yes, that's exactly how it is supposed to look, not all the pins are used so they're not there.

A blown fuse can cause a no communication reading from a scanner. Check for Cigarette lighter, or power accessory it's commonly tied to one of those..

And I remember, this ignition key needs to be in the "on" position...unless I maybe have it confused with my truck.

If your obd port is not able to connect insert your key to the ignition and flip it on and off fast 3 times a code should pop up on the dash if there are any problems. Cool tj hack

Some TJs do not have this ability. Mostly later TJs got this function. My 04 LJ will do it but my Dad's 98 TJ will not.
