Your assumption would be correct someone mounted something. Just make sure they are painted/treated and you can always patch or fill them. I don't think there is any threat to structural integrity of the frame.
Cool, my original thought was to grind smooth any remaining bolts and and cap the outer frame rail with some flat steel, at least for the rear holes, the driver side is pretty big. I imagine, i could get away with just filling the fronts with some weld...
I found these which looks like it would take care of the center section but they don't look like the "cap" style. I was thinking about some sort of flat steel that is already cut to the frame specs that i could weld right against the outer rails...I may be SOL and might have to get creative on something like that
