My 99 squeeks when it's cold. It usually resolves after a few minutes of driving.

spray some wd40 right where the steering shaft goes through the firewall and then at the joint that's just inside the firewall in the engine bay. that helped mine when it squeaked.
WD-40 is a poor lubricant at best, it's technically a solvent and water displacer that will totally evaporate within a few days leaving nothing behind. In other words, the steering shaft would start squeaking too soon again where it passes through that rubber grommet if he sprayed WD-40 in there.

Instead of WD-40, spray something into that area that will last, like a white lithium-based lubricant. I have an aerosol can of lithium-based lube and that stuff is very good and long-lasting in that type application.

Ditto on lubing the grommet on the firewall. I did that 2 weeks ago... no more squeaking. I used a silicone penetrant. I also hit the u-joints on the shaft while i was under there too. HTH.
