13 years old. 3Kmiles/year? Sometimes inactivity is worse that high mileage and your '03 must be parked for months on end. The tires are 13 years old? Rubber does not last that long. How many oil changes has it had?

I'd expect everything to start failing. You cannot ignore a vehicle.

That said does it have any rust? or even a rock chip?

First owner was an elderly couple, oil changes ever 3k or so, have the receipts. PO had it for 6 months. I don't think it just sat for lengths at a time, picking through the oil change receipts pretty consistent mileage up into the last year or so before we bought it.
It was always garaged, didn't see rain. Factory soft top had never been fully installed / stretched until we bought it. I unwrapped the windows from the factory packaging to install them. Factory tires are going soon.
Only paint chips are on the top back of the tub.
Underneath has been bedlined by PO. No rust anywhere.
Without a doubt it is great buy. We are all envious but age is more important than mileage. Don't be surprised when things that look new go wrong. Still way easier to replace rubber parts than repair rust. You bought well.
