The other day I was driving home from a visit to the hot springs on a rainy night (the best time to visit), going 60-70, and the TCS light flickers on and the corresponding loss of power happens. My mechanic says this is a common thing with the JK's. Is this true and if it is how can I turn off the TCS on a permanent basis? I don't use it in bad weather to begin with.

No is not normal. I would start by taking a close look at the tires.
Tires look good. I think its time for a rotate but there isn't visible issues with them. This all started approx 2 weeks ago and has repeated multiple times since.
