Your brakes may have a stuck caliper on the one side. Does it ever feel difficult to stop?

caliper not sliding. try anti-seize on caliper bracket where there is metal to metal contact. clean the rust off first.

Are both sides of the pad wearing equally on that side? If both are wearing equally i'd say the caliper is stuck. If one side only is worn the slides are stuck as stated above.
