I have a 97 TJ. I'm going to put in a zone 3" suspension lift and 1" body lift. So I'm wondering what wheels would git. I'd like to put on 33 12.5 and the wheels I really like are 17s with 4.5 back spacing. I could do 15s as suggested but wondering what my options are.

I like the look of the 15.
more tire will look better on a wrangler.
that is why you hardly see any with 20 or 24 inch rims.

285/70-17s have a theoretical diameter of 32.71 which is slightly taller than most 33" floatation tires and the width would be about the equivalent of an 11.50 floatation tire. I have a set of these on my Dodge Quadcab and really like the size. A 17x8 wheel with 4.5" of backspace should be perfect.
