I doubt it.

The brunt of the impact is taken by the frame behind the bumpers, not the bumpers themselves. So the outcome would have been very little different.

Vehicles "crumple" so the people don't.

One reason I stay stock or certified as if stock on safety items.
Armor up to protect from rocks - stay with OE engineering on safety.

Steel bumpers would have survived those with barely a scratch.

depends on the hit, the damage on most of the pics went well beyond a hit to the bumper... stock bumper is made to crumple

As a retired body shop mgr for over 30 years I can tell you that, the stronger the bumper the more frame damage you will get in a accident. We are not talking small parking lot damage, we are talking major front or rear impacts. I feel sure that the stock Jeep Wrangler bumper is crash tested and did pass the test somewhere along the line, maybe not the off road rock/tree test. Just keep this in mind, something is going to give and it will be a the weakest point in an accident.
