I have a 91 YJ and when I shift into third gear it bogs down and RPMs drop for a second and then it picks back up. Sometimes it will bog shifting into second but very rarely. I have noticed that it only does it when it's cold outside 30 degrees and below, and it only does it when I start to drive. Is this just a weather problem? or could something else be wrong with it?

Mine does the same thing. What a mechanic told me was that basically the engine isn't heated up enough and the weight of the oil in transmission depends on how it will run in colder weather.
