I doubt the monting holes match the TJ. The width on the JK is about 74" vs the TJ at 68". Check this link out, just remove the spaces www. jeepforum .com/forum/f9/jk-bumper-fit-tj-bumper-1235683/
 
The other thing is, why would you want those big ugly plastic bumpers on a TJ? Most people who own a JK dream of a simple inexpensive metal bumper for their JK. Without modifications it would stick out both sides about 3". If you did the stubby bumper modification it would be narrower than the body of the TJ. But fitting it up to the TJ frame would be a huge issue.

Parts that are interchangeable between a JK and TJ -
Lug nuts are a definite yes.
Wheels with 5 on 4.5 to 5 on 5 adapters
License Plate screws
 
Transmissions, if the bellhousing bolt patterns are the same. Maybe axles, with a bit of tweaking? But JKs are damn near as wide as a full-size truck compared to a TJ, you’d need about 8” flares to begin covering the tires.
 
everything is interchangeable if you know how to fabricate.

honestly, just removing the plastic bits off the OEM bumper makes it look a lot better. i use a sawzall to make it a stubby. probably have close to $10k in my jeep and the bumper is so far down the to do list it'll probably remain OEM for ever.

as for wheels, 15">17" in terms of offroad use and tire cost
 
They are taller, wider and longer and that's just the JK of course the 4 door JKU is much longer. Sitting in the drivers seat of my TJ, I can reach over and crank the window down. In my Chief's driver seat, I can't even begin to touch the passenger door. The most common tires are 32" from the factory compared to the 28's most TJ came with. (My Rubicon has 31" tires on 16" wheels standard, my Chief has 32" tires on 17" wheels).
