a leaky one or multiple hydraulic valves inside the ABS valve body can cause that without throwing a code.
The only way to diagnose is to hook up pressure gauges into the brake circuit
If you have a brake tube flaring tool you can also make some tubing and bypass the whole ABS thing
 
I have wondered about this, my jeeps 90% off road, not a DD. Abs and its other functions how will the computer handle this any codes come up or worse case a limp mode.
That depends on a vehicle model and year of production. But you can ditch the abs as a whole even in a jk or jl. It just takes more effort than in a tj
