Here's a video we shot of the trails in Tigerton, WI a few weeks ago. This is the only public 4X4 park in Wisconsin. Figured it would help ya plan your trips. Their RSVP for 2023 looks like you can make reservations already.
The park is owned by the Village of Tigerton and is open to the public, it does have a fee if you camp or ride the trails, but you do not have to be a member of any club and it's open Spring until mid winter when they get snow enough to groom for snowmobiles. Sure, some clubs do events there, but it's a public park. When I pitching the 4X4's to them, we started with only riders who were part of our association and we only did 3 or 4 event rides a year, then after that test year we got them to allow members all the time except the 3rd week or something for ATV's. Then, no membership was required at all but the 3rd week was still closed to 4x4s, and now this year it's open to 4x4's full time as that's now their #1 trail user. So it's progressed from being an ATV park, to a ATV park with MX track to moving the MX track and allowing UTVs, to then allowing limited 4X4s, then motorcycle trails, then full-time 4X4 and motorcycle and ATV/UTV. So the park has slowly opened up more and more as they were comfortable. It took a lot of meetings, a lot of example events, a lot of hand shakes and volunteer work, but that all made the park what it is today. That's kinda the "history". Our family was one of the first to help make this 500+ acres into the first ATV park in Wisconsin around... 1995? Now, it's a great example for other counties on how to make a fairly small plot of land into one of the biggest tourism draws for motorsports and powersports in the state. Lots of clubs, lots of volunteers, and the village is happy as it's one the main economic factors helping their village through tourism. Its a private park though not a public.
Where say in Utah. Sand hollow and the area around Hell gate area are State parks have a fee. Sand hollow is better then moab for pure wheeling. Same type rock just way more trails in one area.
Here in AZ most all the wheeling is on public lands its ran by the BLM and yes they are similar. Or Forestry or State trust lands.
California has a mix of Forestry and private parks. More red tape then you can ever imagine to keep places open. Public lands so called are really government owned. We are loosing ground on the public side fast.
Ill never get to Wisconsin but that place look great for rides and camping.
