winch plate install

I assume the winch plate uses the four holes that the tow hooks use. I have an after market bumper but its really similar to the stock bumper.

The way it sits, the front edge of the plate is flush with the front edge of the bumper, and I would stack some washers to level the plate to make up for the bumper thickness.

But then the front two winch bolt holes are one top of the bumper. Before I drill those out , I wanted to make sure I was doing it correctly.

There's a round tube just beneath the bumper. You won't have access to the front winch bolts if you plan on drilling the bumper and installing the winch plate before mounting the winch.

My solution was to drill two holes in the top of my bumper so that the front winch bolts will sit in the holes. Then, I mounted the winch to the winch plate. Then, I mounted the winch plate to the Jeep. I used a couple large flat washers on the rear winch plate bolts so that the winch plate sits level.
I used grade 8 bolts with large grade 8 flat washers under the heads.

I cant tell how thick that plate is, But how does it fit on top of the tow hooks, The winch mounting bolts would give the plate a little torque support, but would it work for you sitting that much higher?

I he does that, then we're back to the original question of how to get the plate up off the bumper to allow for the front winch mounting bolts, or drill a recess to allow the bolts to set in so the front of the plate sets flat on the bumper?

Idk I was just trying to help w/the pic. But my thought is maybe this plate isn’t made for his bumper or maybe not a yj (?)
Best guess;
Pull the brake line bar across the frt & slide the plate back & flip the plate over & allow the lip to raise it up (?)

Photo is from my Yj I sold several years ago.. but it would appear to solve this issue I extended the plate out and over the leading edge of the bumper. This will place both sets of winch mounting holes in spots you can get to them.
