No...there is no gas dealer going to fill it for you. And with good reason. Be safe...do it the right way...
You don't want to buy ANY tank. Just get the CGA320 regulator, the hose, disconnects, and other accessories. Then go to a gas dealer and pay a DEPOSIT on a 20lb aluminum cylinder. When it is empty, take it back and swap it for another full one.
When you own a cylinder, you leave it one day and pick it up the next, it is twice as much trouble.

I only paid about 140$ for my co2 set up, it's a 10lb aluminum tank and poly perf (iirc) 140 psi regulator.
